1/First of all, resize the image. Go to Image -> Resize. Be sure to have "constrain proportions" ticked to keep your aspect ratio right (screencapture
here). Then, open a 100*100 pixel base. I slided the resized cap to the base. This image isn't the best quality so a close-up would be a bad idea because you'd see all the pixels so I prefer to keep a mid-shot not to mention we can see the tattoos and all his face with a long shot.

2/As I haven't seen the movie at the moment I did this icon, I didn't want to keep the second character (because I didn't know the meaning of this specific scene). In ordoer to erase her, I used the smudge tool. Choose the size is 6 and the strength around 40%. Then slowly, smudge the white background on her. It is a work of patience but the result worthes it. I always do my negative space this way. To make things easier, magnify your base at 300%. To do this write 300% instead of 100%

3/Now that I'm happy with my base, I can begin to work on the coloring. I always begin by the light. I chose to use the curves because they soften the tones of the picture (in opposition the brightness/contrast layer, which increase the contrasts). I didn't choose to screen my base because it enhances the bad quality of the pics. So curves it is.

How did I decided those numbers? I simply played with the curve until I have a result I love.

4/I wanted to soften the icon a bit. To do so, I decided to use a light layer, but a very soft one. Open a new layer and with a paint brush paint a bit on it, one little blurb on each of his shoulder, then use the gaussian blur (filter -> blur -> gaussian blur) to create the texture. Set it to screen.

5/I loved the effect but wanted a bit more and in the same time add a little color touch. So I decided to use a texture. I chose
this texture made by
blue_emotion for it's yellow soft color and the effects it has. I added it at the top of the layer list and set it to screen. I decreased the opacity to 83%. I used the smudge tool to erase the white part.

6/ As there's no contrasts anymore, I duplicated the base, moved it to the top of the layer list and set it to soft light.

7/ I'm really happy with this result but I have to change the colors. I want the icon to be full of light. The best to do a light icon is to use green and yellow for the tones. It worked exactly like make-up. First: fundation 2. blush 3. HD powder.
- Fundation: I always use a color balance layer to correct the colors of an image:
Layer -> New adjustments layer -> Color balance layer
Midtones: -31, -29, -38
Result
The icon is now less redish and looks more natural.
- Blush: There's nothing better than a vibrance layer to make the colors of the icon pop up a little bit (or a lot)
Layer -> New adjustments layer -> Vibrance
Vibrance: +69
Result
Now, the colors pop up and the icon looks really natural.
- HD powder: Though, I lost the little green/yellow effect I wanted to have so I decided to add another color balance.

8/ Taadaaam it is nearly done! Now, you merge all the layers. And then sharpen it a bit : Filter -> Sharpen -> Sharpen
Edit -> Fade sharpen
I don't like oversharpened icons (with a few exceptions) but I don't like blurry ones either so I always spend a bit of time playing with the "fade sharpen". Usually, I fade it between 5 and 20. It really depends on the icon.
