Do fantasy novels require magic?

I created a world a while back that has no magic. The plot never really meshed with what I wanted it to become. Until the other night when I had a new plot idea and the world seemed to match the idea rather well

Sounds like you're talking about a secondary world, which equals fantasy in my mind. I don't think there has to be magic, per say. What's that saying? one man's magic is another man's technology, or something like that.
