It occurs to me that nWoD would work as a single collective venue in the Camarilla. nWoD seems designed to provide a menu that a Storyteller can select from. Rather than pigeonholing each character type into a venue, a local Storyteller candidate could apply for the position with a venue style sheet that explains which character types are allowed
