That... is an interesting question. There are some things that Captains are, ah, "discouraged" to speak of. I will tell you that no major event or person in Soul Society's past is completely omitted from our history texts, but details are sometimes left out of public knowledge. I would need some specifics if there is a certain topic you are concerned about.

I'm going to be honest with you, Madarame-san - I almost resigned over this when it happened. The mass loss of captains and vices was reduced to a footnote, the judges were unwilling to even allow Kisuke to speak in his own defense, and those that suffered Hollowfication were sentenced to death before they even regained consciousness. If Yoruichi hadn't smuggled the whole lot away, I just might have cast off my haori right there.
What was done to the Vaizard and their supporters was barbaric, and we now know that they are still capable of self-control from the very scattered reports of sightings of them from the living world. We also know that Kisuke was telling the truth, that Aizen backstabbed us all. Yes, I want to bring them back, and appologize to them on the behalf of the reasonable side of Soul Society. I know you are no ally of Aizen, so I feel I can inform you that a major motivation for wanting them back is for their power. There will be another rebellion someday, and we need them.
This is a lot to swallow, Ukitake-taichou. I didn't know. Guess I can't have. What if they don't want to come back. This one did, but what if the others don't? When are they going to fill those empty seats? We're weaker than a new kid on the field and Aizen has us under his thumb, that bastard. The hell are we going to do?

If they won't come back, it's their choice. I feel confident that they hate Aizen more than us, though, and the ones responsible for their death warrant are, themselves, no more.
I don't know for certain what we are going to do about the open seats. We've never had to choose a replacement for Captain-Commander before, and there is all of one Shinigami that's still loyal, possesses bankai capability, and isn't already a captain. Even if he accepts, we're going to have to pass three more people via recommendation.
There's going to be changes, and soon. Expect to see announcements.

The position of Captain-Commander will likely be discussed at length, but I have considered myself in the position. Regardless, the more difficult decisions will be who takes the other open seats. There's been discussions amongst us as to asking potential candidates to take the tests, but aside from Abarai-san, there's nothing solid yet.
