Kantarou has to be (at least mostly) human or else he would not have been able to name and substantiate Youko and Haruka.
Raiko--I'm not so sure. Is he human or not? In the manga he seems to be politically well connected among humans, plus his sister Ayame seems human, so I'm sort of assuming he is, but in the Anime at one point he disappears youkai-style along with his retainers and the Unebi.
What about Raiko's side-kick Sakata?
The reason I ask about Sakata is that when he attacks Kantarou with a sword, Kantarou is able to teleport Sakata a short distance using an ofuda. To do that to a 'proper being' who is not a youkai implies Kantarou has a *lot* more power than we usually see.
