I have no clue how they could've gotten it, though I think it was quiet because no one touched it with their bare hands and so it couldn't extrapolate the DNA whatever it needed to power up again.

It probably feel through a crack in time and/or space, Daleks are always doing that. Hm, but didn't the Dalek talk to Rose first before she touched him/it? He needed the DNA to repair himself, but he was up to taunting the Doctor before he got it. I may be wrong, though; I haven't watched that episode in a while.

Most likely. Like cockroaches that way. The Dalek did indeed talk to Rose, but- I dunno, to my thinking when it was in Veridian's sub-basement it was... low on power or something. In my head.

Really cranky cockroaches. I buy the low on power thing. Especially since they apparently left it there all by itself, without any visitors to get especially ragey at. I'd fully believe Daleks run mostly on rage.
