St. James' Park; in the background there should be a lake but it is being dredged for the first time in 20 years to clear the silt.

The large pipe that connect Buckingham Palace to Whitehall is now very visible.
It carries the water for the Palace; a civil servant in Whitehall tests it ever half an hour to ensure that the Royal Family can safely drink tap water.

(The last paragraph is false but it could be a nice story to tell tourists. Plus it explains the presence of the pipe).
