Help sewing friends!!!

So... this is supposed to be a sewing blog, and I have not made a post in over a year (which is total crap because I have sewn a lot over the past year)!  First, a question... then, an update about my current project.

So, I am making a Gothic Victorian dress for Halloween, nothing like the last minute, and I am stuck on 2 parts, both of which involve gathering.  First off, the skirt.  It is about 2 1/2 times larger around than my actual waist in order to allow for gathering... what is an easy or relatively easy way to gather so that they are not all spastic and in random places, and close to the same size?  Similarly, the sleeves will have gathered lace around the cuffs, how can I do this?  Please keep in mind that I like to tackle huge projects that my actual abilities / knowledge may not be up to par with, so please use idiot language. :-)

Wheee, so the dress itself is going to be awesome, assuming I get it finished in the next few days.  I started a few weeks ago, but things always seem to get in my way, or I am lazy, and it is not completed yet.  But, the jacket and skirt are black velveteen, the jacket has lace around the collar and sleeves and antique looking brushed silver buttons, with a satin exposed lining.  Tis beautiful.  I will post pictures when it is finished.  All that needs doing is the above mentioned gathering, putting the waistband in the skirt, and finishing sewing on the buttons.
