I think his happy personality is actually real. Sure, sometimes he use it as a mask, especially when Filia is concerned (ex: twitching is a great indication of that), but usually, I don't think he has to try hard to maintain it, because that's who he really is. Unlike the humans or dragons, he doesn't take life very seriously. My theory is that he think the whole world is just one big comedy show, and loves manipulating its actors to do what he wants. He has a dark side, but the humorous side is just as real as his dark side.

One of the reasons I love X/F is because Filia seems to change his view about the dragons as well as the world in general. Valgaav also plays a big role in this. Just check out Xellos' expression of ultimate surprise and realization when Valgaav asked him to consider the reason of the war between the gods and monsters! His fight against Darkstar and interactions with Filia changed him, which is why in the rest of the series he seems less mazoku-like. Well, I'm not the best judge of that, since I had only seen Try, but from what I read on Wikipedia and the few random episodes I watched, I have to say that he at least changed somehow.

And yes, yes...I will get to watch the rest of the series...Looks like we're on the same boat, eh? Except I'm more like floating in the water...^^;
