[accounts] FAQ38 account types

I just discoved that not only does http://www.livejournal.com/site/accounts.bml give the comparison chart for paid/free, but http://www.livejournal.com/site/accounts.bml?showall=1 also includes perm and EAs. We could link to this in FAQ38, and essentially get rid of the bulk of that FAQ.
