Blousy

Dear linguaphiles,

What does "blousy" mean, exactly? This article mentions Margaret Atwood wearing "a blousy jacket". At the same time, dictionary.com says that blousy means the same as blowzy which in turn may mean  "having a coarse, ruddy complexion" or  "disheveled in appearance; unkempt". Neither of those are very much applicable to Margaret Atwood's jacket. Now, Urbandictionary has two other definitions that confused me even further. Wictionary defines "blousy" as "Resembling or characteristic of a blouse", but then it mentions blousy dresses which is even worse because I cannot imagine a dress being like a blouse. One of them is supposed to cover both the upper and the lower halves of the body, and the other one, only the upper half. Where is the truth?
