It ain't entrapment if you don't trap anybody

It has been suggested by some cynical souls that a lot of the domestic terrorists that the FBI has been locating lately are largely manufactured menaces, and that the Bureau is less involved in tracking down authentic threats than in seeking out individuals, developing their disaffection, suggesting actions, and offering to provide the means to carry them out. If you further restrict your attention to those fitting a certain demographic pattern, it sure looks like you're doing a fine and dandy job of ferreting out terrorist activity and keeping America safe.

Unfortunately, sometimes these efforts backfire.

(personally, if the FBI really wanted to show how necessary they are, I think a better group to stir up would be the young peckerwoods, who are at least as disaffected-from-the-get-go as American Muslims, less well educated (thus less able to see through your bullshit), at least as badly infected with stupid attitudes about "being a man", more often repositories of particularly poisonous and deeply cherished bigotries, and more likely to already own firearms and know how to use them.)
