This is impossible. Genuinely impossible. I have favorite quotes for each episode, which means more than a hundred even if I were to narrow it down! I have favorite Presidential quotes involving cheese and a wheat thresher, my favorite CJ quotes include wit, a chicken and a pony, and probably most of my favorite Toby quotes involve him flirting with CJ.
Here are three random choices from season 4, plus one from an episode I referenced in a previous meme post:
President Bartlet (20 Hours in America Part 1): "300 IQ points between them-- they can't find their way home. I swear to God, if Donna wasn't there, they'd have to buy a house."
