Back in August, Congress passed an extension/expansion of FISA that
gave Bush broader spying powers (possibly because he scared them with a
bogus threat on Capital Hill), but that wasn't enough for Bush. He... and his enablers... have been pushing for retroactive immunity for the telecoms who broke the law (or, let's be real, the Constitution) in turning over Americans' records without warrants.
And it was looking sure to pass, too, but today
Christopher Dodd said "No" and put a hold on this awful bill.

Harry Reid is gonna bypass Dodd's hold. Dude, wtf? Could it be
the money Reid gets from AT&T? (I'm getting all this from
FDL, which is all over this story.)
