Which "Americans" does he mean, *South* Americans?

These people would rather see needy people go without than take the chance that someone who doesn't "deserve" the help gets it. There are a LOT of people who think that way, and IMO they're some pretty fucked-up puppies.

I used to get SCHIP. I'm not an illegal immigrant. I love how he's implying that all American citizens are rich enough to get their own health care. That's really out of touch. God, our congress is so messed up.
