The National Blood Service regulations for donation permanently disqualify men who have ever had sex with men, and women who in the last 12 months have slept with a man who has ever slept with a man.
If you would like to give blood but are disqualified under National Blood Service regulations (available here in a handy flash format and in text here), and you think these rules need to be changed, post this in your journal.

For my part, I doubt I'll ever be able to give blood, since it is very unlikely that there will ever be a 12 month window in my life where I have not had sexual contact with a man who has had sex with a man.
If you are disqualified for other reasons, I would also very much like to hear about them. I know there are also concerns about CJD/BSE, weight, and body modifications when giving blood.
