001.

Make a 100x100 base from your image. I used this picture of Katie White from The Ting Tings.

002.

Add a new selective colouring layer and use the following settings.
reds:-100,-50,100,10
yellows:-100,5,25,50
neutrals:-40,-15,-50,5

003.

Add a new colour balance layer and use the following settings.
midtones:40,0,0
shadows:-45,-5,-35
It looks very yellow but we'll change that later.

004.

Add a new selective colouring layer and use the following settings.
reds:-100,0,100,0
yellows:75,25,-100,0
neutrals:30,0,-10,0

005.

Add a new fill layer and use #1d1260, set it to exclusion at 50% opacity.
The colouring is done!

006.

I added this texture which I cut down and put dashes on from this one (both made by me).

007.

I cut out her eyes and pasted it onto a new 75x30 image, I then pasted that onto a 76x32 white background to make a border to it.

008.

I pasted that new image of Katie's eyes onto the icon and we're done!
