I once saw a learn-to-spin video on YouTube where the chick had a spindle made out of stuff she'd bought at like Home Depot. So, y'know, Fimo isn't that much of a stretch.
Google says other people have done it, so it should work.
My only concern would be securing the whorl so it doesn't slide along the dowel. Use strong glue.
(I found a neat tutorial on making very pretty swirly beads from polymer clay, if you try this again.)
actually it's holding pretty well by friction alone, but I think a washer would help.
*brightens at tutorial* ... of course then the beastly thing would have all the weight at the center, but I'm sure with time and cleverness it would work itself out

You should try the hardware store for the screw-in hooks.
Gah, now I want to make my own spindle and I don't even know how to spin!

And yes, hardware store is the place to be for cup hooks. :D I have in the past seen them with the picture hanging foof.
