I---you know, I'm sure you know that's not how it works and...I'm pretty much equally sure you don't care. What is it this time? More fun with genocide? Putting everyone in the City in jail?
Maybe...you should consider putting a suggestion box at the front of your building so Citizens can punch that in future!
I just spent a good three minutes trying to come up with the best expression of feigned shock for you. I'm torn between "saints preserve us" and "what on God's green earth are you talking about?". Which do you like better?
What else is there to it? I doubt you've got any excuse good enough, but if you're going to punish people for something they haven't done, you could at least explain yourself properly.
If such an act is carried out against those responsible for the maintenance of the City, then the situation is not unlike the response of a government after a particularly unusual or heinous crime: the one responsible for the crime is punished and, often, a new law is put in place which will (and I want you to pay attention to this part) affect the whole of society. A rule forbidding an act or forbidding an implement or forbidding some significant element of the crime committed, which the whole of the society in which the crime was committed must follow, is little different from a punishment in certain regards (or as it is regarded by certain members of that society). If you want an example, I believe something akin to this was carried out in the town of Tombstone--Arizona, I do believe--somewhere around the 1800s. Look it up sometime.
You guys are real assholes, you know that? Captain Hammer, while I am pissed that we're all getting punished, I applaud you for finally punching one of these asshats.

None of us stood by and supported him. I bet no one even knew he was going to do it.

Plausible deniability is always fun, isn't it? But there's more to it than that.
