Patrick Maguire, local drink provider and temperence bar owner is up at the carnival, sitting on a few barrels of what is most certainly not an alcoholic beverage. He's got a small pile of glasses and bottles next to the kegs on the grass, and looks very comfortable.
Also, if you look closely, you should note he's very well dressed and has at least one, no, two, no, three weapons on him.
