I have quite the same problem but for different reasons. My legs are just -too dang long- so I end up with the yeehaw highwater look.

Have you considered men's pants? Since you're not looking for a specifically feminine style you may be able to get away with it. They generally seem to be more flexible in terms of sizes..

Good to know I'm not the only one who has pant issues!

The style and size that I've been looking for are men/boy pants. I think they're actually boy because I think the men sizes starts at a 29" waist. The main issue I'm running into is finding someone who actually carries the size I want in the 569 Levi style, which I know already fits me comfortably as I've had several pair in the past. I've tried other brands and styles (men, women, boys, etc.), but haven't found another that fits as comfortably. It's just trying to find someone who carries it in the magic 28x30 size.

I recommend manpants. Seriously. They make sense, take leg AND waiste measurements into account, and make SENSE.

You won't know you love 'em until you try 'em! ;)

I love manpants (or in my case, boypants), and agree that the sizing makes sense! The main issue is finding the actual size and style that I'm looking for. It seems that 28x30 has become a mythic beast, especially in the 569 style that is loose enough for those hip things. I think I've found one pair of them on the shelf in the last year. Alas!

I usually go to the boy section first and, if I can't find what I'm looking for, will go through the mild torture of attempting to find a female pant that works (which generally they don't and I refuse to pay more for something I'm not 100% happy with if I can't find what I was initially looking for). Whether or not I purchase anything depends on how worn-through my current pairs are.

I believe Chris actually found a place where I might be able to order them online, here's to hoping!
