I'm so sorry you have to go through this! :( It's difficult and awkward and heartbreaking and just plain sucks.
I don't know enough about the situation to say anything too helpful, except that sometimes, love grows slowly. Some people take longer to either fall in love, or commit to love (or admit it to themselves), than others. It seems from the way he said it that he does believe he can and/or will fall in love with you someday, because I think if he couldn't be serious about you or stay with you if he believed he couldn't love you, as opposed to the fact that maybe he's just not quite there yet.
I know how painful it is to tell someone you love them and not have them say it back, but in a way, I admire the honesty of your relationship. You know exactly where the other stands and you both had the respect and guts to tell each other the truth, and you're still willing to remain together and work through it. That sounds, hopefully, as a strong foundation. In any case much stronger than many others.
