Okay all I sent a scathing post to the author of this book, because she is from the UK and claims to have a degree in History. I spoke about my feelings of horror culminating on the 'safety pin' issue.
Here is her response, just wait for it:
With all due respect, I didn't design the cover, the Penguin art department did, and it was aimed at an American audience who have recently being enjoying 'The Tudors' on Showtime. You have to remember that most Americans have no idea about English history apart from the most superficial elements and this book is primarily a romance novel not a Phillipa Gregory book. I've had Regency book covers with women with mascara, highlights and bra straps so compared to that this one was great.
Also checked with art dept about supposed safety pin under her arm and was told that they were told by the photographer that it is actually a loop of the side lacing that just caught the light wrong. Now I'm not sure if that is true or not, but again, not my fault.
As for research for the book, I have a masters degree in history with a minor in Tudor politics so I researched a lot :) I used Herbert Norris, 'Tudor Costume and Fashion', which was recommended to me by a friend who used to work in the V&A in London and is considered the gold standard for costume of that period. I don't remember anyone in the book actually wearing a ruff? Can you give me a page reference as I wrote the book about a year ago and I'm currently writing the third. I'll have to go back and check :)
And as to the 'mini ice age' thing, I had those elements in the original version, but was asked to change them by my editor who didn't want to confuse the readers. So we ended up erring on the side of fiction, because we wanted the characters to be able to go out, and actually do stuff to create a story rather than have to huddle indoors. That's the joy of writing fiction.
It's not a historical novel and it doesn't claim to be one. It is first and foremost a 'romance novel' which is fictional and paranormal .

And please you all if you are paying any attention to this go to your local bookstore and look at the cover of this book it is by Kate Pearce called "Kiss of the Rose" and please look and you tell me if it is the lacing string or a big brass safety pin. I have shown this to 20 people so far and each person found the pin and called it that.
