Daniel had finally managed to drag himself out of the room he had woken up in and set off to investigate. Naturally, he did this during the day, as going out at night anywhere ( for him anyway ) seemed like it would be some kind of death wish. At least in Castle Brennenburg when something was creeping up on him in the dark he would be able to hear it...but not here. He had also managed to get a new mask that was a little less horrific than the one he had woken up with.
Someone had mentioned that the castle may or may not have shown up as his 'Place of Solace' and the prospect was not one he really enjoyed thinking about. However, if it did, maybe he could venture in and finally take down Alexander-- maybe even with assistance this time around. For now though he would have to make sure no one found out what had happened in said castle, or found it before him

Slightly jarred by the collision, he stepped backwards and looked toward the disturbance. There had been so many strange occurrences lately, it was a relief to see it was only another human. More surprising, this human possessed manners. "It's quite all right," Ciel responded subtly looking the other over. The clothes although not highly unusual were uncommon in Promenade.
"I don't recall having spoken to you before..". If the accent was any indication.. they could be from the same country. With anything it was better to confirm facts than rely only on assumptions. "I'm Earl Ciel Phantomhive... you are?".
The city was always drawing in new captives and granted he had made no great effort to speak to many of the current inhabitants. He had no way of knowing if this man was a new addition or if he'd been present the entire time.
Yuuta had been wandering around the city as well, his hands itching to take off his mask and encourage others to do the same. Not being able to speak, not being able to show his face, ask questions, do this or that... City of Dreams his ass. Sighing, he frowned at the view of the ocean, not liking it.
Oceans were a way to get to one place or another, and he doubted that anyone tried to escape this place with a boat.
Ciel also didn't relish the mask but had sense enough to keep it on. This wasn't his game nor his rules, so for now he was trying to avoid drawing unwanted attention toward himself. He, however, did not intend to placate to this place forever.
"I doubt anyone has bothered," The boy answered swiftly. In his experience, most the people he'd spoken to had been only too willing to believe everything they'd heard about this place, and didn't seem ambitious enough to take up such an endeavor. They were like sheep being led to slaughter. He sighed and leaned on a nearby railing, "It could lead to nowhere, or it could be a viable way out-- the risk outweighs the reward for most".
"A stir?" He tilted his head to the side, "There is a resistance movement of some sort... and there have already been a few punishments administered. I would say that qualifies as a stir". Surprisingly, the Earl was feeling a bit more talkative than usual today.

If Ciel was contemplating to himself, he didn't mean to disturb him.

"Are you new to the city?".
