They can win by one vote---there's no minimum percentage, the person with the highest vote count wins. But if there's less than half a percent difference between them (i.e. Candidate A gets 41.28% of the votes and Candidate B gets 40.92% of the votes), there's a mandatory administrative recount, required in the Minnesota constitution, just to make sure the counts are accurate and the right person won.
In 2008, the original count had Norm Coleman ahead by a couple hundred votes, and after the recount, Al Franken had it by a few hundred.
