Sometimes. Not just us, but everyone in the mansion. I'm sure you can understand how difficult that can be for relations between countries, however. Allies and enemies change every other war. Sometimes even faster than that.

Russia is from the time of his identity as the Soviet Union. At this time, he was in possession of Latvia, as well as many other countries that inevitably broke away after the fall of the Soviet Union. It can create a multitude of problems for everyone else were Latvia to be from after that time, as he would be independent.

If not... then there's not much anyone can do about it. The Baltic States answered to Russia, and I won't do anything to attempt to change that now.
