I thought it was just me being inept when putting on the gorgeous wig Jenny-Rose made me by myself and I wasn't able to get it over my whole hairline. But I just tried the lioness wig on and I have the same issue. And now that I think of it, whatever wig it was that blew off in Williamsburg was hard to get on over my whole head too.

2/3 scale, 3/2 forehead. That's me...
