Because some people can't bring themselves to admit that any characters they like might be anything less than fabulous, good-natured and perfect. I'm facepalming, but considering it's on dA, I'm far from surprised.
That said, people will stick inappropriate positive character traits onto popular villains even when there's a ready supply of conventionally attractive characters who canonically possess those traits. WHAT THE HELL, GUYS.
Well, some could argue that no hearts means less to 'worry' about, since it'd be impossible -to- worry, but I doubt that a sane individual would enjoy being a Nobody.
But yeah, if anything, Xehanort's the mastermind behind all the bad shizz that goes on in KH, be it his original self, heartless, or Nobody. And, IMO, he probably never intended to give the Org their hearts back, since he seemed more interested in the power of hearts, given the last few scenes of KHII.

I'm all for coming up with interesting explainations for canon, but that's just...>XP I think the absolute closest I'd come to touching that theory is that Xehanort started out as an okay guy (I mean, he had to get Ansem's trust somehow, right?) and then was corrupted by darkness which forced him to go through a major personality makeover. But he was corrupted and he certainly became evil somewhere along the line, regardless of when that actually was, and it was his damn fault (and the other apprentices, of course). ...Where did people even come up with Xemnas = nice guy? I really don't understand. What part of FINAL BOSS is so hard to comprehend? I must confess that I would love to play Brawl with Xigbar. I really would. He'd probably kick my ass and shoot me through the head if I got a win but I imagine it'd be worth it. If Saïx was a puppy, he'd be the sort that the pound wouldn't euthanize for fear of having their throats ripped out by his teeth.

*sigh* That it would. I'm actually working on an apprentice-fic, but it centers around Even and Xehanort is still a bit of a bastard. Actually, a lot of a bastard, but manages to worm his way into Ansem's good graces anyway. -_-U
For a while, my friend and I had a joke. A joke mind you, about what would happen if the heartless attacked, we lost our hearts and by some divine chance and the fact that we're losers we were Nobodies. It was something along the lines of:
"My heart... it's....it's gone...THANK YOU!" and then the requisite "well, you always were a heartless bitch..."
But that was utter dorking about and we didn't seriously believe... jeez, I'd be more the type to have the Organization level a town and be like "oh, look... screaming people... *yawn* fresh hearts.... *yawn...* "
