This is a stand alone dark urban fantasy, set in a world just like ours except 99.6% of the population are werewolves. The protagonist is part of the other 0.4%, and therefore works for the government agency responsible for enforcing the curfew on full moon nights. The main theme is minority persecution, and the author borrows not only from different minorities, but different types of minorities (the UK title is Bareback specifically for the gay connotations, even though there are no explicitly homosexual characters). None of the characters are entirely nice, and it's an uncomfortable book in much the same way (and for similar reasons) as Walton's Farthing.
