There are elements of all three in the answer. Lisa says that this is the most expedient way she's come up with to deal with the fact that the roof has been leaking for a long time. Search the keyword "roof" in my LJ and I think you'll find entries going back a long time on this subject. Initially she tried just laying plastic sheets over the most obvious holes, but not only did it not do a good job of keeping out the wet, but the sheets blew off in storms.

A professional roofing job to completely re-roof the house was quoted at $15K, which is more than Lisa's father is willing to spend. So we're spending a lot less money and a vast amount more personal effort doing it ourselves. He buys the supplies; we supply the labor.

We've been working on this for years in bursts as my time and the weather permit. You can't do this work in the winter because it's too dangerous. And you need to set aside many days of time because it takes much of a day just to get all of the gear in place, such as the ladders and safety ropes. And we're just not physically capable of working more than a few hours a day at this. 20-somethings with vast stamina to work under a driving sun we are not.
