Staying on Gibbs' Team… By staying on the team, he knew what to expect, even if he didn't always like it. Tony was aware that Gibbs was not a hundred percent himself, even if he'd spent the last four months reclaiming his memories. The man was changed and he was concerned that the others wouldn't be protected the same as they had been. However, the way they had been treating him before and after Gibbs' return could mean that Tony didn't need to care about their wellbeing anymore. They didn't seem to care for his.
Tony sighed. McGee didn't feel he was worthy of his own team. Ziva didn't trust him. Abby, God bless her, just wanted him to be Gibbs and he wasn't. Then there was the director. She'd been treating him with praise and kind words since Gibbs had left. Then she went and asked him to take part in an undercover operation at an eyes-only level. He knew that something wasn't on the up and up regarding the case, but if he stayed with the team and in DC, backing out of the case would be hard.
Go to Spain… Given the undercover operation, Tony was surprised the director had offered him the position. He figured she had more plans for him than just Spain or the operation and that kind of thing unnerved him. Plus, as much as he loved Europe, living there wasn't something that interested him. If something did happen to any other others he'd be too far away to make a difference.
Accept the Offer… Tony glanced over at the card again. He'd been contacted about a month after Gibbs had left by the Watcher's Council. A man with an eye-patch and a gaudy Hawaiian shirt had tracked him down through his mother's family. At first he'd disregarded the guy as a lunatic, but after a lengthy call with his Uncle Clive and a subsequent discussion as to why Pete went a little crazy, Tony was starting to believe the lunatic. Then he received his mother's diaries and poured through them. Then the lunatic, Xander, invited him on a hunt and he went from skeptic to believer as soon as the first vampire turned to dust.
Xander had explained their situation and that they needed good men and women that would be able to support the new slayers they had throughout the world. Given Tony's background and that his family had some ties still in the supernatural world, he would be perfect.
At the time, Tony had turned him down stating that he couldn't abandon his team after just losing their leader. Xander had been understanding and just said that the offer was standing if things ever changed.
Now things had changed and maybe something new was just what Tony needed. He wouldn't be just helping the United States and the armed forces; this would be a world level job. He knew that there would be no recognition, but he didn't do it for the recognition. And from what he could gather, those women (some of them still so young) needed all the help they could get.
His mind made up, Tony went to the office at two in the morning to clean out his desk and leave his resignation. He'd decided not to talk to the others. Maybe, after some time away and once he was settled in his new life, he could check in on them.

Tony glanced up as the woman he'd only seen in pictures entered the room. She was average height with light auburn hair. But it was her eyes that had captured his attention since Xander had forwarded her picture to him. He'd only seen those eyes on one other person and he hoped that she wasn't as much of a bastard as that one had been.
"I'm Tony," he said in greeting. "Hope Xander didn't tell you all my dirty secrets."
"He told me enough," she said around their firm handshake. "But I'm open to giving you a chance anyway. What did Xander tell you about me?"
"Just your picture. I think he wanted me to beg him for more. But DiNozzos don't beg."
"In that case, I'm Kelly Gibbs and you're in for a bumpy ride."
Tony's mouth dropped open and all he could do was stare. "Gibbs?" he asked with a shaking voice. "Who is your father?"
He watched as Kelly's eyes clouded over. "My mom died in a car wreck when I was a kid. They told me my dad died in Kuwait."
Tony was ready to go kill whatever bastards in the old watcher's council had fed Kelly the lies, but he knew they were probably already dead.
"You might want to sit down for this," Tony said trying to figure out the best way to put it.
"What?" Kelly asked and Tony could see her tensing for a fight.
"If your father is Leroy Jethro Gibbs, he did not die in Kuwait. Last I knew, he was in DC working for NCIS."
Kelly sunk to the couch behind her. "Really?" she asked softly. Then her face hardened as she spat out, "Those bastards!"
"If they weren't all dead, I'd help you kill them," Tony said. "You have his eyes," he added.
Kelly looked up hopefully. "You know him?"
"I worked with him for five years. I don't care what crisis comes up here. I'm taking you to him."

I really like this idea. I've had the whole 'Tony from a watcher family' in my head for years, even before his mom turned out to be British.
And with this I can see Kelly being secreted away by the Watchers after the wreck and maybe even having Franks involved. There's a lot of potential for this.
And of course Tony knew those eyes. :)
