Victorian fabric fluters...

So, as much as I try to search I can't find an answer to this question online.

The Geneva iron fluters for fabric - I see they are used with starch to add cute flutes (ridges/tiny pleats) to fabric... but it seems they would wash right out with laundering, wouldn't they? So did women actually re-flute their fabric every time they washed it?
