That's a constant fight at my new agency, too. "People have rights; institutions don't have rights," so we can target predominantly minority institutions, but not individuals. People finally get it when I tell them that the reason they can't just send awards to women, or african-americans, or asians, or whoever, is the same thing that prevents us from sending awards to all men, or all white recipients. That finally seems to get through to them, but they still target institutions as a proxy whenever possible.
It's amazingly difficult to get people to focus on universal solutions like universal basic income or Medicare for All or a federal school system ... I could go on. Instead we'll set up a complicated scheme that doesn't cover or help everybody and then tell the IRS to manage it via the tax code.
