I'm familiar with a few for veterans, not sure about non-vets but if I recall MGE and KCPL, they both have various assistance programs if you call and ask, particularly since you are asking -before- you get the notices.

I'd probably start by calling 211, which is the united way, they have a number of programs. Also here are a few more options.

In Kansas:

Both Kansas and Missouri have cold weather rules which are in effect now which governs rules that put limits on being cut for non pay from Nov - March.
Here is Missouri: http://ago.mo.gov/coldweatherrule.htm
Here is Kansas: http://www.kcc.ks.gov/pi/cwr_english.htm

Call the utility company/companies and get on a payment arrangement plan. You can also ask for numbers to any Energy Assistance Programs they use. The websites have to list them as well.

KCPL is here, to give you an example of what you are looking for;

211 is a great resource for connecting you to elegiable programs. It is run by United Way. They will ask you some questions about you and your situation.

This has a long list of places that might be able to help. There is a lot of need right now so you may have to call a bunch of places. Good luck!
