As an angel of Heaven, Panty has the ability to transform her panties into a pistol called Backlace to help her fight Ghosts. Using Stocking's panties, she can create a second Backlace-from there she can either dual wield, or combine them into a single, more powerful firearm like a sniper rifle or shotgun. She can also use guys' underwear to create guns! The kind of weapon created depends on the... size and shape of the dude's junk. I'm not kidding.
However, the guns created in this way don't work on anything other than Ghosts (and demons). If used on another type of being, like a normal human, the most it'll do is hurt them a little. It's kind of like throwing a pebble at them or something. She is adept at using normal firearms, but she isn't fond of gunpowder, so she uses them as sparingly as possible.
Last but not least, being an angel means she has superhuman physical capabilities! Her endurance is much higher than that of a normal human's, and she can sustain injuries that would otherwise kill a person.

She might use her angelic weapons to threaten people, even if they won't work-it's not like other people would know that, right? Also, if Ghosts somehow show up she might get rid of them. Keyword being might.

Panty appears to be a young woman with blue eyes and waist-length blonde hair that flares out at the ends. She usually wears a rather short red dress and heels, as well as hoop earrings and two gold bracelets on both wrists. No matter what she's wearing, though, Panty is highly fashionable, and will not hesitate to show off her body if given the chance.
In her transformed state, she gains an art bump a pair of wings and a halo, and her clothing changes to a very revealing white two-piece outfit, complete with even more tricked out accessories-something more of what an angel would wear.
Background:
The Anarchy Sisters, Panty and Stocking, are about as far as you can get from your typical angels. Their lewdness is enough to get them kicked out of Heaven and sent to Daten City, a place that lies on the border between Heaven and Hell. The city is constantly plagued by monsters called Ghosts, manifestations of humans' negative feelings upon death. By defeating Ghosts, the sisters earn Heaven Coins (or just "Heavens")-once they collect enough, their stay on the surface will end and they'll be allowed back into Heaven. Assisting them is the Reverend Garterbelt (Garter for short), who provides food and shelter for them in his church! He also passes along hints from Heaven regarding the Ghosts the sisters need to hunt down, which are usually transmitted via lightning bolts that hit their dog...thing, Chuck.
Panty and Stocking, however, could really care less about defeating Ghosts. Pretty much the only things on their minds are having sex and eating sweets, respectively-it's Panty's personal goal to have sex with a thousand men before she returns to Heaven. As such, her standards are extremely low, and she's literally always on the search for more guys to bang, something she's often chastised for. Ironically enough, this little plan of hers is one of many, many reasons she's rejected from Heaven a second time-but more on that later.
The storylines of most episodes aren't really connected (though they are chronological); most feature "monsters of the week" in the form of various Ghosts. But there are indeed instances where important things happen! Like in episode two, where the sisters enroll into Daten City High School to hunt down a Ghost, and encounter a boy named Brief. He's instantly attracted to them once he finds out why they're there, as really into the supernatural and the occult and stuff. The sisters nickname him "Geek Boy" and he becomes their sidekick, of sorts. He also develops a huge (and obvious) crush on Panty, but for once, she rejects a boy's advances; she flat-out tells him that she's not interested in fucking a geek boy.
In episode six, Panty and Stocking meet the Demon Sisters, Scanty and Kneesocks. As even their names imply, they're pretty much the polar opposites of the Anarchy Sisters-they're obsessed with rules, fiercely opposing Panty and Stocking's chaotic way of life. The Demon Sisters take over the girls' school, forcing the other students to adhere to their strict regime. However, the sisters will have none of this bullshit: though they fail to win their popularity with the rest of the school back from Scanty and Kneesocks, they do find out that the Demon Sisters are using the school as a cover for their factory to mass produce Ghosts. With Brief's help, Panty and Stocking overcome Scanty and Kneesocks, destroying the factory and returning the school to normal... more or less.
From then on, the Anarchy Sisters continue to butt heads with the Demon Sisters while carrying out their original mission of eliminating Ghosts. Aside from their personal vendetta against the Anarchy Sisters, though, it's revealed that Scanty and Kneesocks's father, Corset-the mayor of Daten City-is searching for a mystical key known as Hell's Monkey. This key can unlock Hell's Gate, which Corset plans to use to invade Heaven with and take over the world.
Eventually, Panty and Stocking reach their goal of collecting enough Heavens to return home. The two waste no time in preparing to leave... but when the time comes, only Stocking is transported back to Heaven, leaving Panty behind. Garter informs her that "Heaven is outraged by [her] inappropriate behavior... and the fact that [she's] such a fucking bitch!" As a result, she has to repeat the task of destroying Ghosts and collecting Heavens-only this time by herself. She briefly (ha ha!) teams up with Brief... which in reality means she leaves him to fight Ghosts by himself while she goes off to bone enough guys to get up to nine hundred and ninety-nine men on her count. Wondering who she should do for her final fuck, she's invited to a party by Brief! She attempts to get laid at said party, but Garter shows up and tells her another condition of her second trial: she's not allowed to have sex. Of course, she doesn't want to go along with this bullshit and attempts to have sex anyway, Garter follows her the entire time and literally cockblocks each attempt.
In the middle of the party, it's revealed that Brief is the son of a wealthy businessman who wants him to marry Scanty, since she's the mayor's daughter and everything. However, Brief announces he wants to marry Panty, and that does not fly well with the Demon Sisters! Their cover blown, they engage Panty in battle... but in the middle of the fight, Panty's gun stops working. Scanty and Kneesocks manage to corner her, but Brief steps in to cause a diversion and save her! Together they escape to a rundown shack, where Panty decides to settle for Brief for her one thousandth man. When they try to have sex, though, Panty starts acting strangely, getting hurt every time they actually try to do the deed. Garter shows up out of nowhere and tells her that she has "Revival Virgin Syndrome" and that her hymen has been reconstructed, causing her to lose her powers. Corset then comes out of the shadows (literally), revealing Hell's Monkey to be... Brief's dick, stimulated by the prospect of doing Panty. Yup. He and the Demon Sisters kidnap Brief, leaving the powerless Panty behind.
Panty is then kicked out of the church by Garter, and left to wander the streets. She somehow ends up at a farm and learns to enjoy the simple things in life... until her adopted family is brutally murdered by a gang. Before dying, her grandmother figure encourages her to become her old self once again and save Brief, which she does without hesitation! ...Once she leaves, though, the whole thing turns out to be a plot with actors set up by Garter. Because he's weird like that. ANYWAY. Panty confronts Corset, who's holding Brief against his will. Despite her condition, Panty climbs into Brief's bed. Before Corset and the Demon Sisters can stop them, Stocking returns from Heaven to save her sister! She keeps the demons occupied while Panty and Brief finally have sex, breaking Panty's hymen and restoring her powers. Revitalized, Panty joins Stocking to take out the Demon Sisters... but they completely forgot about Brief, whose dick jams right into the keyhole to Hell's Gate. Corset, meanwhile, kills Garter and merges with the giant Ghost that emerges from the gate. Finding out their weapons don't work on him, the girls think they're fucked... until they find a card from Garter that allows them to buy anything from Heaven! They order a giant laser that they... end up firing the wrong way, but it's all good! Because it somehow summons their mom, who destroys Corset by crushing the fuck out of him. Garter ends up coming back to life because he's immortal, and Chuck transforms into a giant zipper to seal Corset away! It turns out Panty and Stocking once again got kicked out of Heaven for maxing out Garter's card, but hey, no one's complaining! Happy end, get!! And that is where I'm taking her from! Because something happens in the last two minutes that I will not spoil and it is just so full of what the fuck screw you Gainax GOOD NIGHT.
As a footnote: I realize I didn't say anything about Panty's backstory, because she... doesn't really have one. All that's known about Panty herself is what's shown in the series. As far as that goes, we know that she's an angel, Stocking's her sister, and her mom is apparently a giant pair of legs. No, really.

Given the hectic and unorthodox nature of the series, Panty's moods tend to fluctuate from episode to episode! But let's get one thing straight right off the bat: Panty is a bitch. You know that BLUH BLUH HUGE BITCH thing? Yeah, that's Panty. Everyone in the series acknowledges this, even Panty herself. For someone who's supposed to be an angel, she is downright rude and vulgar. She insults people like no one's business, swears like a sailor, whores herself out-the list goes on and on. And guess what? She doesn't give a shit about it or what people think about her. If people don't like her for who she is, they'll have to shut up and deal with it.
She is also shameless and prideful to the max. Thanks to the fact that she removes her underwear every time she fights, this is kind of necessary. She's never afraid to show off her assets, and she has no qualms with getting all up in people's personal space. She doesn't seem to grasp the concept of taboo topics, being completely tactless and freely speaking whatever's on her mind. She pretty much lives solely for the sake of sex, for crying out loud.
However, despite her "fucking bitch" reputation, it is shown that she is indeed capable of... less harsh feelings! Though she may act like a total ass to Stocking in their banter by calling her things like goth bitch and teasing her about her weight, she does care for her sister! When they have a brief falling out over a cup of pudding, she eventually does realize she needs Stocking when they have to fight a Ghost using teamwork, and the sisters reconcile... in their own special anarchy-tastic way. She also becomes worried about Stocking's safety when she falls in love with a Ghost, stating it's just natural to be concerned for Stocking as her older sister. In the last two episodes, she shows genuine feelings for Brief, as well as worry after he's kidnapped and put into danger by Corset. While she does somewhat revert to her old "don't give a fuck" ways after defeating Corset, it's noticeable that she begins referring to Brief using his actual name, rather than calling him Geek Boy, showing that she does think better of him. Character development, in my PSG?!
In the end, Panty's personality can be summed up in one word that's been associated with her from day one: anarchy. She lives life how she wants, without anyone telling her what to do. That's just how she rolls.
