How do I still have DSL at this apartment when my phone has been turned off and switched to our new place?

Does anyone know how to get high-speed internet or dsl way out in the country without getting a dish? Since my mom quit her job, she doesn't have e-mail, etc. They want to buy a computer and get high-speed, but they can't get dsl where they live.
