new sherriff is decidedly NOT corrupt
new rash of crimes/murders exact same MO as a rash from the old sherriff's 1st year on the job (pick an amount, 23 years for example)
new sherriff starts investigating
child kiddnapped (daughter, but maybe a son, probably daughter)
ransom = resign. if you don't, kid gets killed.
new sherriff swears not to resign, swears not to let bribery, blackmail, ransom, hostages or anything stand in the way of justice for this town
