President Obama has hedged his war message with all sorts of nonsensical promises and all-too-likely to be true caveats which will probably make this war an abortive one. You are not only expanding the definition of "terrorism" to insignificance, but choosing to expand it in a way in which we would have to give up our primary freedom of speech in order to fight terrorism.
First of all, we're not in a war against "terrorism" (as a disconnected action). We are in a war against Islamic fundamentalism, aka "Islamism" or "Islamofascism," a specific cultural and political movement which holds that Islam should rightfully rule the world and should attain this end by violent means.
Secondly, making terroristic threats is already illegal, and has been illegal under the English Common Law (ancestral to the American and most Anglospheric Common Laws) for centuries. It's a variety of simple "assault" (without "battery").
Thirdly, "hate speech" is an almost literally-meaningless term. In practice, forbidding "hate speech" simply means giving the agency responsible for the enforcing the prohibition the right to shut up anyone of whom they disapprove.
Fourthly, forbidding "political attack ads" would be an incredibly dangerous violation of freedom of speech, since it would strike at the primary purpose of freedom of speech, which is to criticize the government. One would rather swiftly find that "attack ads" became any ads directed at members of whichever party controlled the agency enforcing the prohibition.
Finally, I'm not sure where "school bullying" even fits into this. School bullying is already illegal under numerous laws against assault, assault and battery, theft, robbery and so on. The problem is that the schools do nothing to see to the enforcement of the ordinary laws on their property, not that there is some magically special and different crime which needs to be fought here.
