I believe it's a standard control method, I've seen it quite a bit on 101. They do it to allow congestion to clear from an area so normalcy can be restored.

Yes. It's happened to me a couple of times. They do it ahead accidents and stuff to keep the area clear enough to get the shit out of the road.
