I think a lot of shop's scrap bags are their leftovers from making models for their stores. In our store, remnants are pieces that are still selvage to selvage and can be measured like regular yardage and scraps that can't be cut into a fat quarter or pieces that aren't selvage to selvage. That was one of the first mysteries I wanted cleared up when I started at HB...how the scraps were priced!
