Average sized women's clothing?

I'm having a hard time finding clothing - pants to be exact. It was never really an issue at home, since I'm only a size 12 (and a small one, at that). The Gap is the only foreign clothing store in my city, and only carries pants up to size 10. I cooould wear them, but would rather not. Where do those of you in smaller areas with an hourglass type figure buy your clothing? I find larger Japanese sizes just don't fit right, since I'm fairly small in the waist area but have large hips, and am a little busty :(

Any recommendations for international shipping? I know American Eagle ships overseas, but I'm not a big fan.

I'm visiting Sendai next week with some friends - Anyone have any recommendations on where to shop for clothes in Sendai? (specific stores would be nice, but anything would be appreciated)
