Okay! Here's a more thorough bit about the Atlantic Fisherman.
The Atlantic Fishermen are a fishing community of 314 people located off the atlantic coast of an industrialized Western Nation. (funny, this damn thing never mentions which nation that is...). The community is rather isolated considering that it takes about two hours to get from the island to the mainland city.
Their facilities for water and sewage disposal are pretty inadequate. There is only one grocery shop on the island and one grammar school, which may be closed down depending on the number of attending children. For the most part, the fisherman are still very dependant on the mainland city.
Hm, this is reminding me of a Carolyn B. Cooney book I read, called "The Fire". It dealt with island kids going to mainland city school and being bullied and looked down on. They had to stay at this crazy couple's house and endure the crazy couple's torment along with the isolationism of the island. Very wicked cool story, the girl was brave and helped her co-islander friend to put up with the crap at school and at their boarding house. Yup, I can understand why the parents worry about having to send their kids to the mainland city schools. It's pretty sad. :( squee, but in the end she and the boy fall in love and she defeats the crazy couple who had previously hurt other islander kids. ^^ Ah, Ms. Cooney, you write the most romantic horror/suspense novels ever. ^o^
Ahem! Anyways, Back to Rock Island...
The island is part of a municipal district along with other islands. They send their representatives to the municipal assembly and in general, most political activies are taken care elsewhere.
Locally, they got an unofficial "Island Council" which "safeguards the interests of the island and is to help solve problems". Whaver...the people in it are elected annually and all islanders are encouraged to attend.
Economically (FINALLY) the island is dependant on the fishermen. While there are other occupations such as teachers, carpenters, painters, store owners (and previously Lighthouse keepers), over half of the wage earners are full-time or part-time fishing. And most of the fishing is done in international waters and as such the fish is sold nationally or internationally, but not on the island itself. (well of course they eat fish, but ya know what I mean.)

Resitution: ...According to the book, restitutions are usually given if you are part of the kinsmen and community, but for "outsiders" the only solution is by removing the outsider, which is often believed to be the source of the dispute.
*mutters "Oh spare me..."*
Even-handedness ("one rule for everyone"): There is very little even-handedness here. The atlantic fishermen excuse their own a lot more than they do the "outsiders". So really, same as up there.
Motivation: ...hm...analyze the motivation...Well, they excused the pedophile by saying he's "..just ill." They excused the kids, cuz they're imitating the parents...what was that other case...? Hm, gotta check that too. Oh yeah, just remembered, they excused the pedophile cuz they need him. He's the only carpenter on the island, so he's the only one who they can go to for repairing their boats and equipment. *grumbles* stupid opportunist...
Process: According to the chapter, there is a quick response to the offending behavior, use of an outside remedy agent and settlement by restitution or indemnification. But if it is for someone that is part of the community, the response will be drawn out over a long period of time. The dispute is handled locally and the aim is either denial that there is a problem, or there will be aend to a relationship.
Conflict of Interest: Um...what the hell does this refer to?
Mercy: Right, well they showed A LOT of mercy towards the pedophile and the kids. There is a lot of mercy for people of the community, unless they really screw up that they cast out of the community.
Circumstances: *sighs* I really feel like I'm going in circles. Hm, I don't believe I have to address every point here, but I will try. Circumstances...well the way a dispute will be settled all depends on the circumstances of that person. WHO is the person in trouble?
Punishment: The worst punishment is probably fines and getting ousted by the community. Aside from that, there really is no need for jails, from what I discovered in this reading. *sighs* so boring!
augh, still not completely finished. *sighs* I'm not too satisfied with this bit either. I'll have to work at it again, next time. TT;
