See, the way I interpret things is, what Silent Hill is will vary by the psyche and experiences of whomever's stuck there. There are always dogs, but they're different dogs each time, which I think can probably be traced back through each person's history.

Pyramidhead only showed up in 2 because of James' guilt + repressed sexual crazy over Mary and/or Maria. No one else has had Pyramidhead show up cos they're not in the same mental place James was, I think.

At least, that's how I interpret it.

Harry might end up with a particularly violent rogue broomstick monster chasing him and trying to poke him, but...>3
