I like how you managed to unify what I felt was a very messy, overflowingly full book into a central theme of making wrong choices and suffering the consequences. I'm inclined to say the text, whilst supporting this reading (if only because the sheer mass of its all-inclusive style), isn't as clear as to what it wants to be about. It was one of the biggest of the Harry Potter books, with a great number of new characters and less clear a plot structure than its predecessors. In fact, it almost entirely abandons the whole "twist in the tale" aspect and its overarching "mystery" plot is less pronounced. But that's not necessarily a weakness - only that in some ways it is, since Rowling writes very plot driven books, but I digress.
To pick a thread from Order and make it the unifying theme isn't easy. One can argue its actually about surviving under a ( ... )
