I received a letter from the local police department this week that read as follows:
"Dear Resident:
Our office has received several calls from your neighbor's within this complex. It was reported to us that your dog is being tied or staked outside of your unit. When a dog is tied outside in this manner it is considered a violation of the leash law or running at large ordinance. If these neighbors's would contact our office again to file a formal complaint you may either receive an additional warning or a citation or your beloved pet could be impounded. This letter was sent to you as warning to correct this situation before your neighbor's take further steps.
The city does have a strictly enforced Leash Law Ordinance. This ordinance simply states the dog must be leashed at all times while off of the owners own property and the leash must be in the hands of a responsible party who can control the dog. This ordinance also applies to all common areas of apartment, condominium and townhouse complexes.

I was very impressed with my local police force after having read this letter. Not only were they enforcing the Leash Law Ordinance, but they were doing so before I had even broken it. In fact, these folks were so "ahead of the game" that they sent me this letter before I had even purchased a dog. Come to think of it, I did not even know that I wanted a dog until I read this letter.
Way to go, gang!
