In my opinion, it's the government's place to protect the rights of its citizens, not dictate their lifestyle. Therefore, I believe that a government shouldn't forbid consensual and fully-agreed polygamy, polyandry, gay marriage, interracial marriage, and inter-religious marriage. None of those marriages interfere with the health, emotional health, and freedom of the people who are involved.
However, marriage without consent, marriage between children, marriage in the cult system in which girls are raised as property, and marriage that allows for the abuse of one of the spouses should be not allowed, as it is an unhealthy, abusive practice that does nothing but harm to the abused party and the children of that union. This has nothing to do with the separation between church and state, but rather the right of the government to protect its people.
