I think the thing to remember when yelling out of a loudspeaker to random passer-byers on the street is that randomity is the key. I really hope randomity is a word. Yelling somthing like "you are stupid or dumb" is a not nice, yes , not nice and mean, mean and not nice at the same time. try yelling things like fruit and vegetables. I recently screamed to an old couple the other day, " eat green apples" then when they looked at me I said it " please" ( oh yeah I said it.) please the or the P word as I would call it.
