The issue is complicated by the God Generals in camp because as much as they did horrible things, Luke ... gets why they did it. He really wants them to be able to overcome their pasts and learn to live in the world that exists now. Unfortunately, he also knows that they can't do that because that is what makes them who they are (and because they are Tales antagonists, and they can't move from their position, really). So for them, he wants camp to not be just a point of stagnation (as it is for the protagonists) but instead a place of development. He is kind of frustrated that NO-ONE IS DOING THIS OMFG >O!!
He's determined to live life as he can before he disappears though - and Luke honestly does believe that he will disappear again one day. He's had a really close call in camp when camp's regeneration thing stopped working, and he doesn't use his hyperresonance half as much as he used to in the game in order to ... you know, not die, but he does consider it pretty much a given thing that at one point he will disappear and he won't know when it will be, but it will be sooner rather than later. So instead he refuses to mope about it too much and instead throws himself into things and trying to fix things for his friends and the god generals and BY NO MEANS IS THIS DOOMED TO FAILURE.

Naoto perceives her failures in regards to her line of work. Not realizing that the Investigation Team weren't the culprits originally is a big regret of hers, although it's softened by acknowledging that if it weren't for her mistake, they would have never met the way they did. Letting Nanako-chan get kidnapped is a big one, too.
Robin's biggest failure-- no, god, I don't even know where to begin. She has a lot of regrets in her life. A lot of innocent and misguided people died because of her involvement, many of them by her own hand. But the worst was probably Kannosaki and Hitomi, the Seed couple that took her into their house for one night to have a nice dinner like a family, and merely hours after were taken and killed by Factory. Robin will never stop blaming herself for that one.
Claire doesn't believe in failure!! But in my headcanon, there's a softer part of him that would've liked to have seen his adoptive father, Mr. Gandor, before he died. It doesn't dig at him terribly, but it's still something.
Sync is his biggest failure. Okay, aside from that, it was not stopping the TOA protagonists from reaching Van and keeping him from destroying Lorelei and building the replica Auldrant. THANKS, GUYS.
GLaDOS's biggest failure was letting that deranged mute psychopath into her facility. ughhhhhhhhhhhhhhhh
