1) There's no way to block it. It doesn't even take any notice of the recipient's ban list.
2) It appears on the profile in a more prominent location than the description itself. Get enough of it, and someone viewing the profile will just see the title and icon, then a wall of v-gift spam.
3) As far as I can tell, there's no limit on the number of v-gifts displayed on someone's profile.
