On the very rare occasions when I have been eligible to nominate or vote for the Hugo (or any other literary award for that matter) I have not done so because I've never had the time, inclination or opportunity to read/see all the candidates, and I feel that an uninformed vote is worthless. I have subsequently read some of the winners and nominees
